Papal Nuncio
If you are not satisfied with the response of the Bishop's office, as a Catholic you have the right to take your concerns to the next level. In Redemptionis Sacramentum it states that "Any Catholic, whether Priest or Deacon or lay member of Christ's faithful, has the right to lodge a complaint… to the diocesan Bishop or the competent Ordinary equivalent to him in law, or to the Apostolic See on account of the primacy of the Roman Pontiff1. It is fitting, however, insofar as possible, that the report or complaint be submitted first to the diocesan Bishop. This is naturally to be done in truth and charity."
So, when writing to the Nuncio it is necessary to let him know that you have already contacted the parish and the diocesan office. One quick way to do this is to send a photocopy of the letter you wrote to the Bishop and the letter received from the Bishop's office. Point out in your letter to the Nuncio why you feel you did not receive an adequate response to your concerns and then ask him to intervene on your behalf. Follow the same guidelines given in the website in the section titled, "How to Write an Effective Letter."
